Even outside the private liability law, the animal keeper is by no means legally complete “safe”. Since animals are fundamentally a source of danger due to their instinctive unpredictability, there are generally animal keeper ordinances in all German “Länder” and municipalities which impose certain obligations on animal keepers. Such an obligation may consist, for example, in not leaving the animal unattended or, in the case of dogs, in keeping it on a leash and/or muzzling it.
Violations of the aforementioned obligations may be punished by a fine. Under certain circumstances, however, the competent regulatory authorities are also entitled to take tougher measures to avert danger against the individual pet owner. >> and much more on this topic!
